Could you please give an example of a source that is "authoritative" on MVC?

Are you telling me I don’t know what I’m talking about?

Anyway this is likely not a yes/no answer and there is no "RADiness" coefficient that could be scientifically measured to see if it classifies as RAD or not. For example MVC Scaffolding or validation through annotations is likely considered as a RAD feature.

Does this make MVC a RAD Framework? I don’t know. To me this is largely suggestive and depends also on how you’ll use that.
